Reflection: In my opinion what the quote means is if you promise you'll do good in whatever situation you are but eventually you don't and you make other believe you and support you on what you've done but you ended breaking it and if someone asks you to promise and you know you can't keep it and achieve it then say that you're not the type who can keep it some people may understand some won’t. The main people who promise   are family members, yourself, and friends will be asking you to be keeping promises because they will know that they trust unless you can’t keep them.
